CBR is a program created by the Disabled Development Department (JPPWD), Department of Social Welfare (JKM). It is a strategy in the development of local communities for rehabilitation, training, education, opportunities equalization and social integration of people with disabilities (PWDs). CBRs are implemented through integrated efforts of disabled persons, families, communities and health services, education, vocational and social services. This program is operated throughout the country with the active involvement of the community either at CBR or at home.

There are three models: –

  1. Home Based
  2. Centre Based
  3. Centre- Home Based

The activities in CBR are: –

i.     Gross Motor Skill
ii.    Fine Motor Skill
iii.   Social Development
iv.   Language Development
v.    Self-management
vi.   3M (Reading, Writing, and Counting)
vii.  Games, Sports, Recreation and Culture
viii. Vocational Training
ix.   Music Therapy
x.    Special Olympics Games
xi.   Equestrian Therapy

The identified CBR One Stop Centre performs the following functions:

i.    Disabled Early Intervention Centre
ii.   PWD’s Information Resource Centre
iii.  PWD Reference Centre
iv.  PWD Registration Centre
v.   Advocacy Centre

Benefits of CBR to PWD are: –

i.    Suitable training and rehabilitation programs according to the needs and types of disabilities.

ii.   Not separated from family, friends and society in which they grew up.

iii.  Foster a more self-reliant attitude among Persons with Disabilities (PWD).

iv.  Relations and support between the PWD and the family can be nurtured and strengthened.

Benefits of CBR to Family and Community are: –

i.   Disability incidence can be reduced or further disability can be prevented through early intervention and trained family support.

ii.  Increase awareness among family members on the potential of their children to build on with training and guidance.

iii. Increase the community’s confidence in existing capabilities and make the society more mature and caring.

Application for admission to CBR is as follows:

i.    Application for admissions can be made directly to the nearest CBR within the community by filling out the CBR Trainer Registration Form.

ii.   If there is no information related to CBR nearby, please contact the nearest District Social Welfare Office for more information.

iii.  Application of admission can also be made at other CBR centres nearby.

There is no admission fee; in fact the PWD Trainer at CBR will be given Special Allowance to cover the cost of transporting PWD to CBR.

The Community-Based Rehabilitation Program (CBR) has been pioneered by the World Health Organization (WHO). The Welfare Department has been directly involved in the provision of manuals and thus given the opportunity to assess and modify the implementation of this program. In 1984, the Social Welfare Department took the initiative in collaboration with the Ministry of Health to carry out CBR Pioneer Project in Mukim Batu Rakit, Kuala Terengganu involving 55 Persons with Disabilities (PWD). The CBR program received overwhelming response and is growing rapidly throughout the country.

i. The CBR program can be created by applying from any local community with the support and approval of JKM.

ii. The establishment of the CBR shall take into account the following: –

     a. Number of PWDs

Have at least 10 PWDs who need rehabilitation in a community. If it is less than 10 PWDs, applications can be considered according to local needs.

     b. CBR Location

The CBR’s location must be within a strategic community area accessible to PWD and the family.

     c. Commuter Communities

Individuals or groups in a community that have an interest and commitment and can contribute to the implementation of CBR.

     d. Advice by PKMD

Obtain views and advice from PKMD on the creation and implementation of CBR.

e. Registered with the Registrar of Societies Malaysia (ROS)

i.     Appointment of CBR Committee is through CBR Committee Selection.

ii.   CBR Committee Election Meeting conducted by District Social Welfare Officer (PKMD).

iii.  Appointments to be members of the CBR Committee must be among the members present at the meeting.

iv.  The way of appointment is by majority vote.

v.   The appointment of the secretary of the meeting is the discretion of PKMD.

vi.  CBR Committee Election Meeting shall be held every 2 years.

CBR Committee members shall be not less than 11 persons and not more than 15 persons and must have at least two (2) female members or at least two (2) male members.

The allocation from the Social Welfare Department will be channelled to the new and existing CBRs after obtaining approval to finance: –

Purchase of equipment (For New CBR only)

PWD trainers at the CBR can receive only one type either the PWD Special Allowance or the Disabled Worker’s Allowance (EPC).

The PWD trainee can only receive one-on-one Allowance Special Allowance from CBR / Special Education School / Voluntary Societies (NGOs).

Application for donation should be approved by the police.

The admission criteria for trainees at CBR are as follows: –

  1. Malaysian
  2. Registered with Social Welfare Department
  3. All PWD categories.

CBR Operation Hours/ Days for the states is as follows:

  1. Monday to Thursday at the Centre and home visit on Fridays.
  2. For Kedah, Kelantan and Terengganu, CBR operating hours on Sunday to Wednesday and home visits on Thursday.
  3. The CBR operates for four (4) hours a day.
